Also present at the meeting were the diocesan vicars, Their Graces, Bishops George of Mayfield and Jerome of Manhattan, as well as diocesan secretary Archpriest Serge Lukianov, Archpriest Seraphim Gan, Archpriest John Moses, Priest Jonah Campbell, Subdeacon George Schatiloff, G.N. Nikolsky, and S.R. Lopoukhine. Council members heard the following reports and adopted the following resolutions:

1) A report by Metropolitan Hilarion on the current state of the diocese, informing the Council of recent ordinations and the opening of new mission parishes. His Eminence informed the Council that he has given his blessing for the Kursk Root Icon of the Mother of God to travel throughout the Eastern American Diocese from December 11, 2010 to February 27, 2011. Diocesan secretary Archpriest Serge Lukianov is assigned to oversee the icon’s visitation. The diocesan media office will travel with the icon to offer media coverage of all the visits on the diocesan website.

2) A written report by Mr. George Temidis, Chairman of the Health Insurance and Pension Investigative Commission, on the results of the commission’s work. The commission made arrangements for the Eastern American, Mid-American, and Western American dioceses to be accepted into the Orthodox Health Plan. Details on enrollment will be published on the diocesan website shortly.

3) A report by Archpriest John Moses on the recently completed Volunteers in Mission (VIM) project in Chattanooga, TN. A team led by Fr. John constructed a new iconostasis and altar for the Protection of the Mother of God Mission. Fr. John proposed an expansion of the program, to which the Council voiced its enthusiastic support. A new section of the diocesan website will be dedicated to VIM.

4) A proposal by Archpriest John Moses to create a resource program for the diocese, which was approved by the Council. A new committee will be formed to manage the diocesan Pastoral Resources Program (PRP) which will organize catechumen weekends, prayer retreats, altar server seminars, seminars for potential ordination candidates, marriage enrichment retreats, crisis intervention seminars, liturgical practice seminars, and more.

5) The Council resolved to create three new diocesan medals:

  • The Medal of St. Philaret the Merciful (in memory of Metropolitan Philaret (Voznesensky)) will be awarded for benevolence.

  • The Medal of Archbishop Vitaly (Maximenko) will be awarded for exceptional missionary work.

  • The Medal of Archbishop Nikon (Rklitsky) will be awarded for exceptional pastoral work.

The diocesan secretary is charged with preparing a protocol for the diocesan medals to be presented at the next Council meeting.

6) A financial report presented by diocesan treasurer Priest Jonah Campbell. With Metropolitan Hilarion’s blessing, the Council resolved to audit all parishes that have not made any payments in 2010.

8) Written progress reports submitted by the diocesan media office for the months of September and October.

9) Archpriest Serafim Gan requested that he be released from the Council for personal reasons. Council members thanked Fr. Serafim for his dedicated and selfless service to the diocese. With Metropolitan Hilarion’s blessing, the Council resolved to appoint Mr. George Temidis to replace Fr. Serafim until the end of his term in 2012. After the meeting, His Eminence called and personally notified Mr. Temidis of his appointment.

The next meeting of the Diocesan council will be held at the end of February.
